The results of the campaign in the regions in 2020 were summed up at the press conference of the "Childhood Without Danger" project

On December 9, on the online platform of the TASS news agency, the final press conference of the All-Russian Campaign "Childhood without Danger", implemented as part of the federal project "Road Safety", aimed at teaching young parents how to properly transport children in a car, took place.

The press conference was attended by Deputy Head of the Main Directorate for Traffic Safety of the Ministry of Internal Affairs of the Russian Federation Vladimir Kuzin, Director of the Department of Medical Care for Children and the Obstetrics Service of the Ministry of Health of the Russian Federation Elena Baibarina, Deputy Head of the Passenger Transport Department of the Department of State Policy in the Field of Automotive and of urban passenger transport of the Ministry of Transport of the Russian Federation Dmitry Polunin and Director General of the «Road Safety Russia» Vadim Melnikov.

Childhood Without Danger is a unique project aimed at preventing child road traffic injuries, carried out on the basis of perinatal centers and maternity hospitals throughout the country. The program, which started in 2019, has now covered 65 regions of the Russian Federation. In 2021, the remaining subjects are expected to be included in the project.

As the Deputy Head of the Main Directorate for Road Safety of the Ministry of Internal Affairs of the Russian Federation Vladimir Kuzin noted, the emphasis on work in this direction was made precisely in connection with the significant mortality of child passengers under the age of 3 years. Over the 12 months of 2018, 1,765 such accidents occurred, in which 74 children died and 1704 were injured.

“We came to the conclusion that this is one of the problems that requires a special approach, and in 2019 a project called“ Childhood without danger ”was launched. Often, mistakes that parents make when transporting children are associated with ignorance or misunderstanding of the level of threat. […] Parents who know and follow all the rules and norms of behavior on the road and in the car, not only ensure the child's safety, but also set a certain level in the upbringing and training of a new generation of road users, - he stressed.

According to him, within the framework of the project, it was possible to organize the coordinated work of the Ministry of Internal Affairs of Russia, the Ministry of Health of Russia and the executor of the state contract. In 2019, the number of accidents involving child passengers under the age of 3 and the number of injured decreased by 8% (1621 and 1570), and the death toll by 7%.

Elena Baybarina, Director of the Department of Medical Care for Children and Obstetrics Service of the Ministry of Health of the Russian Federation, in her speech also noted the high importance of the project, specifying that in 2021 the project needs to be extended, not completed.

- The significance of this campaign is much broader. We don't just teach parents how to properly seat their children or use a child restraint. We educate parents. And their children will grow up, sit behind the wheel and also buckle up. That is, we form a responsible attitude to road safety in our society, - Elena Baibarina explained.

The Ministry of Transport of the Russian Federation adheres to a similar position. According to Dmitry Polunin, Deputy Head of the Passenger Transport Department of the Department of State Policy in the Field of Automobile and Urban Passenger Transport, the Ministry of Transport is not directly involved in the implementation of the federal project "Childhood Safe", but the department has always paid special attention to the transportation of children. All regulations governing the safety of children's passenger transportation are regularly revised and updated. He expressed the hope that over time the geography of the project will only expand, and as many young mothers as possible will have the opportunity to gain new useful knowledge and skills, since the safety culture in public transport is also laid in the family.

- Of course, learning how to fasten a child in a child seat is very important. This is such an obvious thing, just as it is problematic for many. Therefore, the Ministry of Transport of Russia fully supports this project, and, if necessary, will take a more detailed part in its implementation, - emphasized the deputy head of the department

At the end of the conversation, Vadim Melnikov, General Director of the «Road Safety Russia», spoke about the interim results of the program. According to him, a study conducted after the trainings showed that 99.1% of its participants consider information sessions necessary and useful. Also, more than 95% of the respondents noted that they received new and useful information during the trainings.

- I would like to draw your attention to the fact that the training itself, which we conduct, is not only about children's passenger transportation and car seats. It is about changing the behavior model of a parent who drives and transports his child in it. How he should react to situations that he has not encountered before, for example, a crying baby in a car. […] And of course, this is a great foundation for the work on the formation of the culture of the road user, - said Vadim Melnikov.

The press conference was also attended by representatives of the regions participating in the Childhood Safe Program, both from 2019 and from 2020. Participants, organizers and trainers of the project from Kirov, Rostov, Magadan, Belgorod and Samara regions, the republics of Buryatia, Crimea and Dagestan talked about how classes are held in their regions, how young mothers and medical staff treat them.

In addition, the discussion participants touched upon the topic of transporting a child in a taxi. “Any travel with a child requires 100% safety and comfort. From experience I can say that you can trust a taxi. To transport a baby in a taxi, you need to have your own infant car seat and be able to fix it. For example, in Yandex. Taxis have a special option for passengers with children. Only drivers with the highest user ratings can travel with children. They undergo additional training and learn how to properly install and adjust the seats, communicate with their parents and respond correctly to the behavior of little passengers,” - said Vadim Melnikov.
